Lost in the gross mischaracterization of what RFK had said about ethnically targetted bioweapons is the fact that it is something that is being researched. Now, I hope nobody jumps to conclusions and takes what I am republishing as proof that they actually exist and are in use. Just because something is being researched does not mean it is anywhere near production readiness. I personally do not think they are anything but a pipe dream at this point, although as is evident from the past few years, these demons are not shy about running a global experimental bioweapons program under the guise of public health policies, so who is to say another covert program to test ethnic targetting would not occur in the future?

The Truth Within RFK Jr’s Statements About “Ethnically Targeted” Weapons

On July 15th, the NY Post released a report titled “RFK Jr. says COVID may have been ‘ethnically targeted’ to spare Jews“, setting off a weeks long controversy with accusations of antisemitism threatening to derail the outsider campaign of Democratic Presidential candidate Robert F. Kennedy Jr.
While discussing COVID-19 at a dinner party, apparently unaware he was being filmed, Kennedy stated, “There is an argument that it is ethnically targeted. COVID-19 attacks certain races disproportionately.”
He continued, “COVID-19 is targeted to attack Caucasians and black people. The people who are most immune are Ashkenazi Jews and Chinese.” The establishment media and politicians have determined these statements are “antisemitic” so Kennedy has been forced to spend the last 2 weeks making it clear he stands with the Jewish community, and is 100% committed to supporting Israel.
He has stated that he was referring to a 2020 study by the Cleveland Clinic which examined genetic factors which may determine susceptibility to COVID-19. The researchers stated that “clinical observations suggest that genetic factors may influence COVID-19 disease susceptibility, but these factors remain largely unknown”. The study did examine the genetics of Ashkenazi Jews, African Americans, East Asians, and South Asians.

The NY Post also maligned Kennedy for stating that “we do know that the Chinese are spending hundreds of millions of dollars developing ethnic bioweapons and we are developing ethnic bioweapons”. He also said “they” — seemingly referring to the U.S. government — are collecting Russian DNA and Chinese DNA so “we can target people by race”.
In this case, Kennedy’s crime is to speak an uncomfortable truth: governments around the world, including the United States, have certainly studied the potential for genetically targeted “bioweapons”.
Unfortunately, the conversation around bioweapons that could be targeted based on race or genetic factors has been lost in the accusations of antisemitism. You don’t need to agree with Kennedy’s statements (or campaign) to understand that there are very real concerns relating to DNA targeted weapons.
What follows is a brief run down of some of the references to such technology and why it is relevant at this moment.
Ethnic Weapons
In 1970, Carl Larson, a licensed physician who was also the head of the department of Human Genetics at the University of Lund in Sweden, wrote an article titled “Ethnic Weapons” which examined the possibility of facilitating the targeting of specific ethnic groups with covert weapons.
In the essay, Larson shares disturbing revelations relating to chemical and ethnicity focused weapons, including the suggestion that “friendly forces” could use “incapacitants in entangled situations to give friend and foe a short period of enforced rest to sort them out”. He also says using “psychochemicals” and “gentle persuasion” civilians in “enemy cities” might be “reeducated”.
Larson makes it perfectly clear that genetic differences have made what he calls “ethnic weapons” possible.
“Innate differences in vulnerability to chemical agents between different populations have led to the possible development of ethnic weapons,” Larson wrote.
Larson also discusses the role enzymes play in impacting potential enemies. Under an image of soldiers exiting a helicopter Larson writes, “enzyme inhibitors could turn these troops into a state of paralysis”.
Larson says that scientists had previously understood the “enzymatic process for RNA production” but now understand how to “regulate the initiation and specificity of enzyme production”. He also noted they understand not only how to initiate enzyme production, but how to inhibit it. He concludes, “Thus, the functions of life lie bare to attack.”
Despite not being a member of the military, Larson’s essay was taken seriously enough to be published in Military Review, the journal of the U.S. Army.
The Ethno-Bomb
In November 1998, the Sunday Times published a controversial report alleging that “Israel is working on a biological weapon that would harm Arabs but not Jews”. The report was sourced from anonymous sources within the “Israeli military and western intelligence”.
The report claimed that Israeli scientists were developing an “ethno-bomb” which would identify distinctive genes carried by some Arabs and then target them with a genetically modified bacterium or virus. The stated intention was to use these genetically modified organisms to alter the DNA within the host’s living cells.
The Times report also references a confidential Pentagon report from 1997 which warned that “biological agents could be genetically engineered to produce new lethal weapons”. Former U.S. Secretary of Defense William Cohen also warned about nations developing “certain types of pathogens that would be ethnic-specific”. The Times report claims a “senior western intelligence source” confirmed that Cohen was speaking of Israel.
Not long after the publication of the Times’ report and subsequent debate, the British Medical Association (BMA) began warning of the dangers posed by ethnic weapons. In a report titled “Biotechnology, Weapons and Humanity,” the BMA said it could no longer ignore the reports that such weapons were currently being developed. “Weapons could theoretically be developed which affect particular versions of genes clustered in specific ethnic or family groups,” the BMA concluded.
Additionally, the Times mentions that during South Africa’s “Truth and Reconciliation Commission” it was revealed that biological studies were conducted by South African scientists during apartheid. Specifically, the Times mentions Dr Daan Goosen, head of a South African chemical and biological warfare plant, who said his team was ordered in the 1980s to develop a “pigmentation weapon” to target only black people. Goosen’s team theorized spreading disease in beer, maize, or vaccinations.
The Times article also mentions another report from “Foreign Report”, a publication of Jane’s which focuses on security and defense intelligence. The Foreign Report piece allegedly claims South African sources said Israeli scientists were using South African research in their efforts to develop an “ethnic bullet” against Arabs. Unfortunately, we have been unable to locate an archived version of this article.
Project Coast
Dr Daan Goosen was not working alone in his research on genetic or ethnic weapons. He claims Wouter Basson, the Director of South Africa’s secret bioweapons programs, ordered him to create ways “to suppress population growth among blacks” and to “search for a ‘black bomb,’ a biological weapon that would select targets based on skin color.”
Basson himself shared this information with investigators, discussing plans for “epidemics to be sown in black communities” with cigarettes and letters “laced with anthrax”. The program he directed was known as Project Coast and is alleged to have lasted from 1981 to 1993.
In These Times reports that according to the authors of the 2002 book Project Coast: Apartheid’s Chemical and Biological Weapons Programme, “no records are available to confirm that the biological agents were destroyed.”
The entire web of players involved in the South Africa program, including the CIA, is worthy of further investigation.
DNA Collection as a Gateway to Genetic Weapons and Medicine?
Now that we can conclusively say that Mr. Kennedy is hardly the first person to warn of raced-based weapons, or ethnically targeted weapons, or gene-based weapons, let’s take a moment to ask how this conversation applies to the average person. For example, how exactly could the development of a genetically targeted weapon affect you and your family?
For one, genetic editing techniques like CRISPR and the completion of the Human Genome Project in 2003 have brought great advances in understanding DNA and the genetic engineering and editing techniques. These advances also include the potential for the technology to be used as a weapon.
However, the COVID-19 panic and the constant demands to get tested are likely the number one way most people have become entangled with this developing field.
In 2021, I reported that a Chinese company with connections to the Gates Foundation was involved in COVID-19 testing and posed a potential threat to American privacy, particularly the medical and health data of those who have been tested for COVID-19. Chinese company BGI Group, the largest biotech firm in the world, offered to build COVID labs in at least six U.S. states, and U.S. intelligence officials issued warnings not to share health data with BGI.
Meanwhile, journalist Natalie Winter of National Pulse uncovered documentation of a relationship between the Bill and Melinda Gates Foundation and BGI going back nearly a decade. Winter found a Memorandum of Understanding (MOU) between the Gates Foundation and BGI to “form a collaboration on global health and agricultural development with the goal of achieving common objectives in health and agricultural development.” The collaboration deals with developments in human, plant, and animal genomics, the study of DNA.
Bill Gates also visited BGI headquarters in 2010, according to a report from the Financial Times. The Times stated that BGI “is working towards a goal of building a huge library based on the DNA of many millions of people.” BGI’s goal is to use this information for new drugs, genetic research, and “transforming public health policy”.
Since March 2020, BGI has sold millions of their COVID-19 test kits around the world, including the United States, Europe, and Australia. The company is based in Shenzhen, on the coast of Guangdong, China. They have made a name for themselves by selling genetic sequencing services around the world, which has helped them to create a large database of DNA. BGI is also well known for creating a cloned pig in 2010.
Another way many people around the world have unwittingly become part of this conversation is through the use of DNA testing companies such as Ancestry and 23andMe. Millions of people around the world have voluntarily provided their DNA samples in the hopes of learning about their family history.
In a January 2021 60 Minutes report, Anne Wojcicki, CEO of 23andMe, answered questions regarding her company’s use of the data they are collecting. Wojcicki is the sister of Susan Wojcicki, head of YouTube until February 2023. While Anne Wojcicki says that her company has “empowered individuals with this opportunity to come together, to crowd source research”, she doesn’t shy away from acknowledging that her company plans to use the information to develop drugs.
“And I absolutely stand behind: we are going to develop drugs. So that everyone is actually benefiting from the human genome. So absolutely the data is valuable,” Wojcicki told 60 Minutes.
While she says she agrees that Americans should be concerned about China’s investments in genomic research, she believes the answer is for the United States to invest in genetic programs.
While the 23andMe model appears to be focused on selling medicine based on genetics, it’s clear that the Chinese, American, and Israeli governments likely also have their own military interests in this data. This means medicines and weapons based on your specific genetic traits could already exist — or likely will very soon.
And, if you thought you escaped this DNA collection by avoiding 23andMe and COVID-19 tests, you also have to worry about the police collecting your DNA.
According to a 2013 Supreme Court decision, police have the right to take DNA swabs from suspects even before being found guilty of a crime. Justice Kennedy found that the government’s interest in identifying arrestees outweighed concerns about 4th amendment constitutional protections in favor of collecting DNA samples. The Court compared DNA collection to taking a photograph or collecting fingerprints.
In response to the court’s decision, the Electronic Privacy Information Center (EPIC) wrote:
“When a law enforcement entity collects a DNA sample, the government indefinitely retains that person’s full genetic makeup. There is no statute requiring the federal government to discard the full DNA sample. As genetics researchers discover new ways to use DNA, the potential for misuse by government increases and threatens individual privacy.”
No matter what angle you look at this issue from, whether Robert F. Kennedy Jr’s statements were 100% accurate regarding COVID-19 being targeted to specific races or ethnicities, they do point to a frightening reality which has been recognized by military experts, governments, and scientists for decades. The reality is that we are our DNA, and the uniqueness of these genetic factors could one day be the very thing which allows us to be targeted by weapons or medicines.

Ethnically Targeted Bioweapons?
Politically motivated shitstorms hit the interwebs

Robert Kennedy Jr recently caused quite a tempest in the “progressive” media goo (his sister Kerry stated to NBC that she “strongly condemned his deplorable and untruthful remarks”). His crime - he publicly mentioned that ethnic targeting was studied with respect to whatever was the covid-19 poisoning agent.
Of course, the woke tantrum about this subject is a politically motivated slander. To them an ideological opponent is a racist when he mentions anything that has to do with race or ethnicity. Or mentions anything at all. Or exists.
However, if you are wondering whether ethnically targeted bioweapons are a thing, let’s look into this. This topic is definitely studied and discussed in many press, science, government and military reports. RFK Jr. is perfectly correct to state this. He did not suggest the covid-19 poisoning agent was preferentially designed to protect Ashkenazi population. This is also correct. It wasn’t, really.
Here is a review article on this topic published by Scientific American in 2020. It mentioned an international Rockefeller-affiliated initiative looking precisely into the issue. Nobody accused them of racism as far as I know.
There are several published studies on the ethnic differences in the susceptibility to covid illness, here is one of them:
In this study, we investigated genetic susceptibility to COVID-19 by examining DNA polymorphisms in ACE2 and TMPRSS2 (two key host factors of SARS-CoV-2) from ~ 81,000 human genomes. We found unique genetic susceptibility across different populations in ACE2 and TMPRSS2. Specifically, ACE2 polymorphisms were found to be associated with cardiovascular and pulmonary conditions by altering the angiotensinogen-ACE2 interactions, such as p.Arg514Gly in the African/African-American population. Unique but prevalent polymorphisms (including p.Val160Met (rs12329760), an expression quantitative trait locus (eQTL)) in TMPRSS2, offer potential explanations for differential genetic susceptibility to COVID-19 as well as for risk factors, including those with cancer and the high-risk group of male patients. We further discussed that polymorphisms in ACE2 or TMPRSS2 could guide effective treatments (i.e., hydroxychloroquine and camostat) for COVID-19.
The study showed a VERY WEAK ethnic differences in susceptibility to covid illness and its severity (whatever the true cause of it). Any ethnic based “risk” identified was much weaker than the risk associated with, for example, male gender. Thus having more ACE2 receptors overall was a larger risk than a particular configuration of them that a university lab can measure and call a “genetic subtype”. The study was conducted by several labs at the Cleveland Clinic and funded by the NIH.
Here is a story by The Guardian, which interestingly points to RNA interference to achieve the objective of ethnic/genetic targeting:
Rather than specifically triggering the toxic effects of organisms such as anthrax, the Sunshine project warned that weapons based on a new medical technique called RNA interference could shut down vital genes… "If as little as 10% or 20% of a target population would be affected, this would wreak havoc among enemy soldiers on a battlefield or in an enemy society as a whole," the group said.
The % of ethnic targeting proposed as a minimal success here is orders of magnitude higher than what was demonstrated for covid ethnic affinities (1% or far less).
The same article contained a rational counter-argument:
Others say the concerns are exaggerated. "Trying to find a weapon that affects quite a few of one ethnic group and none of another ethnic group is just not going to happen," says David Goldstein, who studies population genetics at University College London. "Because all groups are quite similar you will never get something that is highly selective. The best you would probably do is something that kills 20% of one group and 28% of another."
Mr. Goldstein has a point. Targeting by ethnic or population genetics is tricky as there are few ethnic-specific genes, people of the target ethnicity may or may not have them, and many off-target effects with technologies used for targeting.
Speaking of “rational” - RationalWiki is a hilarious read on this topic:
A number of organisations have warned against the danger that such a weapon could be created, including the British Medical Association, the International Committee of the Red Cross, and a subcommittee of the US Congress, and the idea has been reported by various publications. More dubiously, it has been claimed that some existing viruses such as HIV were developed to target specific ethnic groups. Conspiracy theories about racial bioweapons feed on a combination of deep-seated fears: suspicion of genetic technology; the worry that the government is trying to capture deeply personal information (such as genetic codes); and government or institutional racism.
They add “white dog” and “racist AI” to the list of ethnically targeted weapons.
Reading this almost makes me believe that ethnic genetic targeting is actually quite feasible, since they are adamant it is a racist conspiracy. This leads me to think that maybe I should reconsider my prior conclusion. At a minimum, I strongly believe that ethnic genetic targeting has been attempted numerous times by all participants in the Trillion dollar global bio-chemical weapons industry. Of course, the existence of this industry is a crazy conspiracy theory to begin with, because these are an internationally prohibited class of weapons. Thus, no government in the world would do such as thing as to lie, hide those programs in academia, “public health”, “ecological research”, outsource them to foreign contractors (like Wuhan) and lavishly fund them for decades.
Overall conclusion so far is that ethnic genetic differences are too diffuse to make a good target, however, there are other, potentially better resolved targets. Targeting microbiome differences rather than differences in the DNA of the host has been identified as one of them.
It also may be possible to engineer a bioweapon to target populations with a specific microbiome profile; any adversary that begins to better parse, store, and analyze the data that are increasingly being collected about human microbiomes will also be in a better position for probabilistic targeting of microbiome threats (see also Chapter 7, Targeting)
Different ethnic communities are known to have distinct microflora - the microbial inhabitants of the human digestive tract, nose, mouth, throat, sinuses and skin. Those organisms are non-human cells, there are in fact more of them than human cells in a body, and they have their own genetics. They live in balance with the human cells and are in fact vital to our metabolism, energy, mental and neurologic function and overall immune system function. When I worked in pharma R&D, one of the requirements of the Japanese regulators for western drug approvals in Japan was to do clinical studies in Japanese subjects. 100% ethnically Japanese immigrants to the US were not qualified to enroll after they resided in the US for 18+ months. The regulators never explained this seemingly capricious requirement, but now I know what they were after. The true Japanese microbiome, which would change over with a relocation of the person to a different continent. Change of the microflora quite literally changes the person’s body.
Other studies looked for differences in susceptibility in different blood type groups and found that some blood types fared better than others. Obviously, blood types have genetic and ethnic components. Many other ethnic-genetic targets have been proposed, such as various enzymes and enzymatic pathways.
Here is another frequently cited study on the topic of ethnic susceptibility to covid “virus” due to electrostatic attraction of ACE2 polymorphisms. This study used different genomic databases and looked for different markers compared to the first study references in this post, which underscores that all these studies are highly dependent on the underlying datasets. However, they also found slight protective advantage to Ashkenazi Jewish population:
The susceptibility of different populations to SARS-CoV-2 infection is not yet understood. Here, we combined ACE2 coding variants' analysis in different populations and computational chemistry calculations to probe the effects on SARS-CoV-2/ACE2 interaction. ACE2-K26R; which is most frequent in Ashkenazi Jewish population decreased the SARS-CoV-2/ACE2 electrostatic attraction. On the contrary, ACE2-I468V, R219C, K341R, D206G, G211R increased the electrostatic attraction; ordered by binding strength from weakest to strongest. The aforementioned variants are most frequent in East Asian, South Asian, African and African American, European, European and South Asian populations, respectively.
The protective differences found were very weak:
The K26R variant which decreases the ACE2-virus binding was found to be most frequent in the Ashkenazi Jewish population (1.2%).
All other ethnic effects found were smaller than 1%, and having male gender carried a much larger risk than any specific ethnicity. Given these tiny rates of the specific ACE2 polymorphism incidence, I started thinking - why are they attributed to the entire ethnicities and races in these studies? An average Ashkenazi Jewish male would be at a far greater risk than an average African American female, despite what this paper says, because the incidence of the protective or disadvantageous polymorphisms is so small. However, for those individuals who are the carriers of K26R the protective difference is indeed quite large. This is because K26R is not at all equally likely to be found in every Ashkenazi Jewish person. So why include all Ashkenazi into the conclusions? Or all African Americans or all Europeans?
This is the product of how the genomics databases are set up. The ethnicity (plus gender and age) of the subjects who contributed the genomic data is a field in the database, while any other information about them, their phenotype, or their family relationships are not. It is off-limits certainly due to data privacy regulations. The self-declared ethnicity is the only phenotype grouping more granular than gender that is possible when using these datasets in published academic research.
The K26R polymorphism is so sparsely found because it is a familial inherited marker first, it only happens to be associated with Ashkenazi Jewish ethnicity. Same is true for other polymorphisms and markers studied. They are inherited genetic traits, and people who have them have common genetic lineage. Because of the general trend for marriages within one’s ethnicity, they tend to be found in some ethnicities more often than others.
Could designer choices be part of making a poisoning agent based on known (to them) familial genetic markers? Yes. A designer’s personal bias, or biases of those who pay him are not terribly unusual in making new products or technologies.
We know covid-19 poisoning agent(s) were purposefully made. There were several clearly identifiable designer choices included - such as the furin cleavage site and Moderna’s patented sequence. The low affinity for K26R is not that hard to imagine as being one of the choices too.
While not terribly dangerous overall, the illness was experienced by many, and even excluding the effect of the hospital murder protocols, some people still fared worse then others. Some had to seek hospital care while others had barely a sniffle. Many studies showed associations with certain genetic markers which are familial traits. Where these markers random happenstance, or designer choices? Somebody should ask these questions.

New Files Reveal MKULTRA’s Terrifying Reach: Ethnic Bioweapons, Mind Control, and Disturbing Experiments

In a groundbreaking investigation, renowned anthropologist Orisanmi Burton has blown the lid off a dark chapter in CIA history. Classified Agency files, recently obtained through Freedom of Information laws, expose shocking ties between the infamous MKULTRA program and nightmarish experiments on prisoners of color within the United States.
Burton’s findings expose MKULTRA’s sinister mission to develop psychological warfare and behavioral manipulation tactics specifically aimed at people of color under the guise of “counterinsurgency.” Unbelievably, these barbaric trials were conducted during a turbulent era when numerous U.S. government agencies relentlessly sought to crush the civil rights movement, and prisons brimmed with political radicalism.
This disturbing revelation puts the CIA’s actions into sharp focus, revealing a ruthless bid to quell Black resistance both on the streets and behind bars. But it doesn’t stop there. Burton’s disclosures raise urgent and profound questions about the far-reaching impact of these operations—both in the past and, unsettlingly, even today.
Among the most haunting questions is whether the Agency actively pursued a race-specific mind control weapon—an idea that strikes at the very core of ethical and moral boundaries.
As the nation grapples with this revelation, one thing is certain: Burton’s exposé demands answers and accountability for the harrowing atrocities committed in the name of national security. The truth must be unveiled, and justice served for those who suffered under the relentless grip of MKULTRA’s clandestine horrors.
“Penetration of Defenses”
Of the many medical research facilities abused by the CIA for the purposes of MKULTRA, Allan Memorial Institute, a psychiatric hospital in Montreal, Quebec, looms perhaps the largest and most darkly.
It was here that from 1957-1964, the Agency secretly operated the program’s “Subproject 68” under the leadership of notorious psychiatrist Ewen Cameron, the Institute’s founder. Cameron sought to “depattern” minds via a technique known as “psychic driving.” It entailed drugging unconsenting, unwitting patients with incapacitating cocktails of psychedelic substances, then subjecting them to electric shocks while they listened to hours of recorded, looped audio.
Cameron hoped to render his subjects’ minds a blank slate onto which new behaviors, thoughts, memories, and personalities could be surreptitiously imposed from the outside. It also served the purpose of interrogation. In a 1958 edition of the journal “Psychoanalytic Quarterly,” he boasted this technique could be used for “penetration of defenses, elicitation of hitherto inaccessible material […] changing of attitudes and setting up a dynamic implant.”
A Disturbing Nexus: The Rockefeller Connection
Fast forward to 1966, when then-New York Governor Nelson Rockefeller, whose family foundation played a central role in the establishment of Cameron’s Institute, initiated a chilling partnership. Consultants from McGill University—the Institute’s parent—were brought in to conduct “research” on the “criminally insane” in New York’s prisons. Officially, the mission was to find innovative methods to deter recidivism and understand the causes of criminality through “experimental studies.” But was there more to this collaboration than met the eye?
Coincidentally—or perhaps not—the same period saw a disturbing trend emerge. Black Americans expressing revolutionary views were increasingly labeled as suffering from severe mental health conditions. Psychiatrist Jonathan Metzl’s groundbreaking work, “The Protest Psychosis,” uncovered how medical research articles began portraying “Negro men” as having a uniquely dangerous form of schizophrenia compared to their “White” counterparts.
Come 1968, the American Psychiatric Association’s Diagnostic and Statistical Manual of Mental Disorders underwent an alarming update, adding “hostility” and “aggression” as prominent symptoms of schizophrenia. The implications were profound: civil rights activists daring to resist were at risk of being diagnosed and institutionalized. Prisoners refusing to bend to oppressive jail regimes could be conveniently labeled as “criminally insane.”
A Playground for Disturbing Experiments
Nestled 25 miles from New York’s northern border with Quebec, the infamous Dannemora State Hospital for the Criminally Insane took center stage in Rockefeller’s ominous initiative. At the helm of this partnership was Canadian psychiatrist Bruno Cormier, a longtime clinician at the Allan Memorial Institute during the 1950s and 60s. Together with the notorious Ewen Cameron, they hatched a chilling plan for a “Pilot Centre for Juvenile Delinquency”—a place that would delve into the darkest corners of human behavior.
The envisioned center would include laboratories “for psychological studies, for work in genetics, for endocrinological investigations, for sociological studies.” Cormier was particularly keen for the institution to “bring light on behavioral problems” and “bridge the research gap between juvenile delinquency and adult criminality.” Dannemora State Hospital represented an opportunity to achieve these objectives via other means.
By 1969, McGill consultants, under the guise of “training,” had transformed prison guards into practitioners of hypnosis and aversion therapy techniques. One grim “therapy” session was subsequently sketched by an observer:
Correctional officers [became] therapists. It is an admirable undertaking to make them semi-professionals, but I have seen these former correctional officers practice aversion therapy with prisoners. The prisoners start gagging as they retrace the steps of their crimes. The scene was quite revolting both for those who watched and those who took part, yet there is still no evidence that anybody has been cured.”
In 1990, Dr. Douglas Lipton, director of the Narcotic and Drug Research Institute, exposed Dannemora’s chilling mission to obliterate inmates’ identities and mold them into obedient pawns. In testimony to Congress, he laid bare the devastating efficacy of these efforts, which left an indelible mark on the lives of those they ensnared.
Behind closed doors, Bruno Cormier reached out to every prison warden in New York state, urging them to send their most hardened offenders to become subjects of this wicked venture. The wardens were more than willing to comply, eager to rid themselves of their most problematic inmates.
Assembling a group of 50 of the most troubled souls—described by Dr. Lipton as “the worst group you had ever seen”—the Allan team subjected them to a year of MKULTRA torture. The torment they endured stripped them down to their very cores, leaving them vulnerable to resocialization attempts bordering on mind-altering manipulation.
A year after being released from Dannemora, following a year of treatment, just two had returned to the facility. The rest, it seems, had been successfully reduced to “blank slates”, as Cameron originally sought, and their minds successfully reprogrammed from the ground up. Dr. Lipton concluded:
“What it does is it takes you back to kind of a kindergarten level and then brings you back up.”
“Behavior Modification for Political Ends”
Echoes of Cameron’s infamous “psychic driving” likewise emerged in the disturbing research of McGill psychologist Ernest G. Poser. Delving into patient reactions under methohexitone-induced sleep and cross-cultural differences in pain tolerance, Poser’s chilling methods didn’t spare inmates, and they were subjected to unimaginable horrors in the name of research.
His work frequently employed “deceptive means and what seemed like torture instruments,” including a blood pressure monitor “with sharp, hard rubber projections sewn into the pressure cuff,” which he used to test a patient’s “pain tolerance.” He was among the McGill specialists tasked with experimenting on inmates in New York state. In 1968, he probed whether prisoners deemed “sociopaths” suffered from an adrenaline deficiency, preventing them from learning cautionary lessons from “fear-producing experiences.”
Putting the theory to the test, Poser and his team injected inmates diagnosed as “sociopathic” with adrenaline, then subjected them to electric shocks. One of his students was seemingly so swept up in the lack of ethical restrictions over their work they proposed an experiment in which prisoners were strapped to electroconvulsive therapy devices and told they were taking part in a competition. The “loser” would receive a shock at a level set by their opponent:
Each subject will have 20 trials on which he will lose on a predetermined 50% of the trials, but which to him will apparently be random.”
From September 9 to 13, 1971, a mass riot broke out in New York state’s notorious Attica prison. Inmates were motivated by abysmal conditions, including mass overcrowding, systemic violence, and racism. As U.S. historian Howard Zinn recorded, “Prisoners spent 14 to 16 hours a day in their cells, their mail was read, their reading material restricted, their visits from families conducted through a mesh screen, their medical care disgraceful, their parole system inequitable, racism everywhere.”
The uprising was brought to an end by a blood-soaked massacre, sanctioned personally by Nelson Rockefeller. Hundreds of New York State Police troopers, Bureau of Criminal Investigation personnel, deputy sheriffs, park police, and correctional officers stormed occupied areas of Attica through a smog of tear gas, indiscriminately opening fire on inmates with shotguns. In all, 33 died, and 85 were injured. Many prisoners who were not resisting, as well as individuals the rioters had taken hostage, were among them.
Conspicuously, New York’s formal partnership with McGill ended almost immediately thereafter, and Dannemora State Hospital was rebranded as the Adirondack Correctional Treatment Education Center. In the manner of a hydra, though, it became home to a new behavior modification initiative – the Prescription (Rx) Program. In April 1972, Walter Dunbar, New York’s deputy corrections commissioner, said the initiative focused on prisoners who perpetrate “overt acts that incite, agitate, and provoke other inmates to militant, radical, and antisocial activities.” As Orisanmi Burton writes:
“Such statements link the program to plantation discourses that pathologize Black resistance, while implicating prison authorities in the use of behavior modification techniques for political ends: counterinsurgency.”
“Brainwashing Camps of Totalitarian Societies”
In August 2022, MintPress News revealed how Black Americans were disproportionately targeted by the CIA’s monstrous mind control machinations. Many MKULTRA trials appeared to have been expressly conducted to gauge potentially varying reactions to psychedelic drugs in Black and White participants. That the CIA had a specific – or greater – interest in the effect of certain substances on people of color, rather than the general civilian population, was an obvious suspicion.
However, academic experts consulted by MintPress News at the time were dismissive of that proposition. They argued MKULTRA’s distinct racial character simply reflected the compositions of institutions targeted by the CIA, and concomitant a lack of value attached to Black test subjects by the Agency, and its assets within the medical community.
Burton’s findings strongly suggest that, far from merely focusing on people of color due to their profusion in prisons and medical centers, and racist contempt, the CIA did indeed seek to determine optimal drugs for targeting Black Americans, if not other ethnic groups.
Once the Rx Program was underway, prisons across New York – including Attica – began eagerly applying its techniques to their inmates. This extended to surreptitiously dosing them with uncertain substances, among other “experimental methods,” for the purposes of “pacification and control.” A contemporary account of institutional maltreatment at Napanoch’s Eastern Correctional Facility described how “drugs secretly placed in food turn prisoners into vegetables.”
Almost all inmates there were transferred from other jails and promised “educational and vocational training” once they arrived, but none ever materialized. Strikingly, “a large percentage” of them were considered to be politically conscious or “agitators.”
One prisoner who suspected his food was being spiked with tranquilizers due to feeling chronic fatigue conducted a test, deliberately starving himself. He “started feeling better immediately” – “the drowsiness went away, and I felt stronger and more alert.” Another compared the “sustained lethargy” he experienced at the prison to his time at Dannemora.
Suspiciously, too, prisoners were prohibited from drawing their own water from drinking fountains in the mess hall. They had to request it from guards, who would “always go to a concealed kitchen area” to retrieve the orders, which “consistently [tasted] different from tap water.”
From WWII Experiments to MKULTRA’s Legacy
If the CIA was hunting for an ethnic bioweapon for the purposes of mind control, it was not alone in Washington. During World War II, the U.S. Army conducted grotesque chemical experiments on its own Asian, Black, and Puerto Rican troops to test varying reactions to the same substances. U.S. citizens of Asian descent were explicitly chosen as proxies for Japan’s civilian and military population to see how mustard gas and other heinous munitions would affect the enemy.
The same thinking and dynamic, of course, applied to the Army’s Black test subjects. Fast forward to November 1970, and the in-house journal Military Review published an article by geneticist Carl A. Larson titled “Ethnic Weapons.” Approvingly noting “an enzyme deficiency in southeastern Asian populations” made residents of the continent “susceptible to a poison to which Caucasoids are largely adapted,” he advocated exploring how other enzyme inhibitors, such as BZ and its chemical relative LSD, afflicted “different ethnic populations.”
In 1974, a government committee slammed the Rx Program’s “logic and vision” as evoking “the specter of the resocialization, rethinking, and brainwashing camps of totalitarian societies.” The previous year, then-CIA director Richard Helms had ordered MKULTRA to be wound down and its entire file trail destroyed due to fears the Agency might be subject to official scrutiny in the wake of the Watergate scandal.
Even though MKULTRA was officially dismantled, its cruel techniques lived on, as codified by CIA and U.S. military interrogation and torture doctrine. As MintPress News reported in April 2022, these malevolent methods were mercilessly applied at black sites and Guantánamo Bay, sowing the seeds of false testimony to justify the excesses of the War on Terror.
The darkness of MKULTRA lingers still, calling for urgent answers and transparency. America’s Black community deserves nothing less than the full extent of these operations exposed; culprits held accountable, and rightful compensation for survivors. As the shadows of the past stretch into the present, the demand for truth rings louder than ever, and justice becomes an undeniable imperative.
